L'Auramanzia Potenziata parla di velo, quindi si riferisce ai permanenti, non alle carte (che in pila, quando potresti neutralizzarle, sono magie e per l'appunto non permanenti).
Per quanto riguarda il Runed Halo (per il quale credo che da regolamento avresti dovuto aprire un altro topic) bastava leggere nei rulings che hai linkato:
